EU Citizens: No Permit Required

Citizens of EU and EEA member states have the right to live and work in Cyprus without a work permit. You will need to register with the Civil Registry and Migration Department after 3 months of residence to obtain a registration certificate, but employment is unrestricted from day one.

Non-EU Citizens: The Main Routes

Category A — Employment by a Cyprus Employer

The most common route. Your Cyprus employer applies on your behalf to the Civil Registry and Migration Department. The employer must demonstrate that the position could not be filled by a Cypriot or EU citizen (labour market test). Processing time: 1–3 months. The permit is tied to the specific employer.

The Business Facilitation Unit (BFU)

Cyprus introduced the Business Facilitation Unit in 2022 specifically to accelerate the hiring process for registered international companies (typically tech, fintech and service sector businesses). Companies registered with the BFU can hire non-EU talent significantly faster — some permits processed in days rather than months. If you're a company owner, registering with the BFU is highly recommended.

Category E — Self-Employed / Company Director

If you're establishing your own Cyprus company and wish to reside in Cyprus as its director, you can apply for a Temporary Residence and Work Permit. You must demonstrate minimum investment (typically €300,000+ in the company) and that the company creates value and jobs in Cyprus.

The fast-track for entrepreneurs: If you set up a Cyprus company and employ at least 5 Cypriot or EU citizens, the BFU route significantly simplifies your own residency and work permit application.

Digital Nomad Visa

Cyprus introduced a Digital Nomad Visa allowing remote workers employed by non-Cyprus companies to reside in Cyprus for up to 2 years. Requirements: minimum monthly income of €3,500 net, health insurance and proof of remote employment or freelance contracts. Renewable once.
