What is a Title Deed in Cyprus?

A Title Deed (Titlos Idioktisias) is the official document proving legal ownership of a property, issued by the Department of Lands and Surveys. Without a clean title deed, the buyer cannot be registered as the legal owner of the property, cannot sell it freely, and may be unable to mortgage it.

Why Does Cyprus Have This Problem?

The title deed problem stems from the rapid property development of the 1970s–2000s. Developers would:

  • Sell units in developments before obtaining planning permission or building permits
  • Mortgage the entire development (including sold units) against their company's debts
  • Fail to complete the subdivision process that separates individual units into separate title deeds
  • Go bankrupt before the deeds could be issued

The result: buyers received contracts of sale but no title deed, sometimes for decades. The state estimates tens of thousands of properties are still affected.

Legislative Reforms

Cyprus has introduced several pieces of legislation to address the problem, most notably laws allowing buyers to obtain their title deed directly from the government even when the developer has mortgages or debts against the property. In practice, the process can still be lengthy and requires legal assistance.

Always check: Before purchasing any property in Cyprus — especially in an apartment complex — verify at the Land Registry (Department of Lands and Surveys) that there is a clean, issued title deed in the seller's name. Never rely solely on the seller's word or estate agent's assurance.

  • Check for any encumbrances, mortgages or restrictions registered against the property
  • Confirm the property is subdivided if it's part of a larger development
  • Check building permits and planning approval for any extensions or alterations
